[torqueusers] routing queue

Hello

I didn't understand how routing queue works.

I want 3 queue:
. 1 execution queue.
. 1 slow queue (routing queue?)
. 1 fast queue (routing?)

with condition:
If there is any job in the fast queue, then no job from slow queue can 
go on the execution queue (even if there is free nodes). If fast queue 
is empty, then slow job goes to execution queue.

Is it possible to make it with torque? Perhaps its not with routing queue?
