[torqueusers] TORQUE RPMs

I'm not aware f any RHEL4 repos for TORQUE out there, but we might be
able to do that ourselves.

You might want to grab the source rpm from Fedora Extras, that is better
customized for RedHat.

I suspect the actual error message was further up, and it was probably
because of RH's broken tcl packages.  Make sure tcl-devel and tk-devel
are installed.
