[torqueusers] managers and operators in 2.1.6

Hi!

 

I have installed 2.1.6 and noticed that it does not seem to remember
managers and operators after server restart:

 

qmgr -c 's s managers+=somebody at some.host'

 

qmgr -c 'p s' happily shows the change

 

restart pbs_server

 

qmgr -c 'p s' shows no managers at all
