[torqueusers] TORQUE 2.1.6 and 2.0.0p11 are released

It's a new problem since the upgrade to 2.1.6.

I'll do some more testing and make sure I'm using TM-enabled MPI 
launchers, but I'm pretty sure I am.

Garrick - if I recall correctly you have a G5 cluster - is this 
working OK for you?
