[torqueusers] TORQUE 2.1.6 and 2.0.0p11 are released

I noticed on our OS X cluster that 'qstat' isn't reporting 
accumlated time.  'qstat -a', of course, reports time passed just 
fine.  Everything is running v2.1.6 and we're using maui 
v3.2.6p16 as the scheduler.

I seem to remember seeing something about this on this list, but 
can't seem to find it in the archives.

Any advice?
