[torqueusers] Fault-tolerance of pbs_server ?

hi fellow Torque users:
	I am a new user to torque. (but I used PBS before)  the Overview page of
	Torque says one of the features is better Fault Tolerance. does this mean
	that the main daemon pbs_server has a primary-backup setup ? but I can't
	seem to find configurations for such things in the admin manual ....
