[torqueusers] Qsub -m n

Morning all,

We have torque 2.1.2 running on our cluster and I am using the "-m n" flags
to qsub in order to not receive any mail, no matter the reason (the job is
aborted etc).

I am still receiving mail for jobs qdel'd by root submitted either by batch
script or by interactive session.

Doing a qstat -f on the job I do see the Mail_Points being set correctly

Mail_Points = n


Is this a bug?  Or am I doing something wrong?
