[torqueusers] Two questions

Dear all, I have a torque/maui cluster with 12 nodes and one master used by
our internal users.
My boss wants to expand the use of the cluster to external people buying
other 5 machines.

But he wants that: the internal users can use all machines (12 + 5), the
external users can use only the last 5 machines.

Is it possible? How?
