[torqueusers] pbs_server and nodes file how to handle comments

No. I just noticed it, because our node file is under version  
control. We have a
database from which we generate the node files for the different  
clusters.

Oke that is clear.  I also find it odd that the node file is  
rewritten when there is
a state change
