[torqueusers] - Does the default configuration support qsub -p?

I am running torque-2.1.1 and i wonder if the default scheduler supports 
qsub -p?

Since there is a link on the torque official homepage to OpenPBS Admin Manual 
i have gotten somewhat confused on the matter...

Does the default scheduler really support priorities? If not how do i enable 
this feature without changing the scheduling principle (FIFO)? 

Please supply detailed information since i am not an experienced user.
