[torqueusers] Clearing offline state puts node in job-exclusive state

Hi,

after clearing the offline status of a manualled down'ed node, the node will
go into job-exclusive mode thusly not accepting any jobs.
That has to be manually remedied using qmgr and "set node <NODE> state=free".

100% reproducible - PBS is 2.0.0p8 (I know, will try later versions).

Is this a bug or a feature (I am serious with that quote :) ?
