[torqueusers] Torque 2.1.x pbs_server process hogging cpu

Probably a bit late to mention this given that it's fixed in a
snapshot, but I thought I'd report that I saw the same behaviour (on
SLES9 SP3/ SGI PP4). I just went back to 2.0.0p8 and the problem
went away.
