[torqueusers] chkconfig and /etc/init.d/pbs_mom script in FC5 rpms

Hi --
I was wondering why the chkconfig line the /etc/init.d/pbs_mom script
that is distributed with the FC5 RPMs in the Fedora Extra repo reads
like this:
# chkconfig: - 5 99
So by default, I cannot activate the pbs_mom service to start at runtime
using simply "chkconfig --add pbs_mom", which seems slightly less than
optimal. Is there any reason for this?
