[torqueusers] Altix new cpuset

Hi,
   
  AFAIK, nobody has reported yet a way to successfully compile Torque under SGI Propack 4 (cpuset 2.0). For this reason I will keep SGI Propack 3 SP6 until Torque is upgraded to support cpuset 2.0, or until somebody finds a way to successfully compile it under Propack 4.

Torque uses the old version of cpuset library. I saw it exists an other 
variable in start_exec.c file : PENABLE_DYNAMIC_CPUSETS2. Is it for the 
new version of cpuset. When I try to compile with this option, 
start_exec.c compilation stops with the following errors :
