[torqueusers] Compiling xpbsmon

   Thanks Prentice for the answer. For the record, it was my fault: I only 
tried --with-tcl  and not --with-tclx. Trying --with-tclx gives me a compile 
failure. I may have something wrong with my tcl/tk installation.
