[torqueusers] Jobs stuck in queue

Does anyone have ideas?

Have installed 2.0.0p5 on a cluster.

pbsnodes -a

reports head node as free time shared and slave nodes all free.  I am 
logging as a user and running:

echo "sleep 30" | qsub

jobs gets queued but never runs.  Do you have to configue the queue to 
automatically run jobs.
