[torqueusers] configuring default e-mail address format

It's a build-time option:
$ ./configure --help | tail
--maildomain=MAILDOMAIN override the default domain for outgoing mail messages,
i.e. "user at maildomain". the default maildomain is the
hostname where the job was submitted from
