[torqueusers] Off-by-one error in pbsd_main.c

There is a off-by-one error in TLoadConfig.
length should have +2 and not +1 at the end to give room for the
terminating '\0'.
The variable name for the string is also really ugly, home_dir??
Maybe cfgfile or something instead.
