We do something similar where we have:

BASH_ENV=/etc/profile.d/modules.sh

in /usr/spool/PBS/pbs_environment.

I'll add ENV too - I thought we had that but looks like it got forgotten. :-(

Is there any way to get the pbs_mom to re-read this file rather than 
restarting it ?
