[torqueusers] How to make "qsub -p" function

Thanks Ronny.   This has been solved.  After configuration changes in 
the maui.cfg file ( QOS, USERCFG etc.),  I need use '-W' flag with qsub 
to make the environement changes effective.  Here is the command I 
used.   qsub -W x=QOS:low  myjob
