[torqueusers] maui checknode message

This part is easy. The load average is 0 and maui expects the node to
be doing something.

Not sure about this one. Probably because of the really long walltime
is long than maui can make reservations.

This sounds like pure maui stuff, shouldn't have anything to do with
torque.
