[torqueusers] TORQUE is now in Fedora Extras

The latest 2.1.0 snapshot of TORQUE is now in Fedora Extras for FC3,
FC4, FC5, and devel!  If you are using fedora, you can now 'yum' them.

I even included nifty menu icons for xpbs and xpbsmon.  Unfortunately my
graphic skills aren't very good and the icons are really really ugly.
If anyone has a better idea for icons and can whip up something nicer,
I'd really appreciate it.
