[torqueusers] TM interface errors

Hi Garrick,

This is puzzling me. I did not have your
TM_MULTIPLE_CONNS patch in my torque installation.
But a tm_init from MS still worked (from inside of Open MPI code) and
tm_init from other MOMs did not work.
Now I have patched and recompiled Torque and reinstalled, but the
situation is still the same. tm_init works from MS but not from other MOMs.

Any suggestions / ideas why this is the case?
