[torqueusers] job overrun: torque vs. maui

We have a JOBMAXOVERRUN setting of 99:99:99:99 in maui.cfg which seems to be
ignored by Torque:

I can not find information on how to get Torque's MOM to stop handling
walltime-related job termination and leave it instead to the scheduler.

I did a search for "overrun" in these archives to no avail.
