[torqueusers] Job Notification mail

Dear all,
 Does anyone know how to turn off the job notification mail and only 
activate it if #PBS -M user-email is set by job owner? We are expriencing a 
problem where the torque notification emails being sent to the user account 
from which machine user submits a job, even #PBS -M user-email is NOT set. 
 Also, can all the notification emails deliver to specific user email 
account except #PBS -M is set?
