[torqueusers] email notification problem

Is your pbs_server set to use a valid email address ?

 qmgr -c 'set server mail_from = foo at example.com"

Some email systems reject emails from invalid (non-DNS resolvable) domains, or 
from an apparently local user that does not exist.
