I'm using p5, and I see that momctl exists in /usr/local/sbin/momctl on my
system.
There doesn't seem to be a man page for this one, yet, in p5. Is it
documented yet? Somewhere else?

That's CHECK_POLL_TIME in resmom/mom_main.c. It's compiled in. The
upcoming 1.2.0p6 release will have a "$check_poll_time" parameter in
MOM's config and will changable on-the-fly with momctl.
