[torqueusers] Altix cpusets

While we're on the subject, that cpuset code is Linux-specific, right?
Can all that code (that I think is duplicated in multiple places) be
moved into dedicated functions in mom_priv/linux/mom_mach.c or a new
file in mom_priv/linux?
