[torqueusers] Using Torque with two different "pools" of processors.

  I believe this step is still required.  We are enabling a queue
attribute called 'hostlist' which will make all of this much more
straightforward.  Simply set the queue's hostlist and you are done.
This will be available shortly after Supercomputing 05.
