Yup, I saw that. That's why I configured with --disable-rpp.
here is the complete configure/build I'm using in my spec file:
./configure --prefix=/opt/torque --set-server-home=/opt/torque
--set-default-server=rocks.dummy.host --with-scp --disable-rpp
'--set-cflags=-fpic -DNO_SECURITY_CHECK -D__PNEWTTY' --enable-docs
make LDFLAGS=-lutil
pbs_config.h seems to pick this up:

/* PBS specific: Define if PBS should use RPP/UDP for resource queries */
#define RPP 0
The node doesn't reappear until the mom is restarted.
