you should investigate the 'seq' command. i generally use it like in :
for i in `seq 1 100` ; do etc...

to load your arguments from a file, you can use the 'read' builtin. like in :
cat argfile | while read INSTANCE ARGS ; do
program $INSTANCE $ARGS
done

and argfile looks like :
1 arg1 arg2 ...
2 arg1 arg2 arg3...
