[torqueusers] New Torquedev Mailing List

A new mailing list, torquedev, has been created on supercluster.org. 
This list should be used for discussion of torque based development 
issues.  Topics for this list can include architectural discussions, 
roadmaps, ongoing and future development projects, and other development 
related issues.
