[torqueusers] background computing

I need to run a number of sequential tasks on my cluster as soon as
nodes are available and not requested by a parallel jobs. If a job 
arrives in the queue I would like to suspend the sequential jobs and
restart them when if finishes (These sequencial jobs can be very long).

I thought I saw some hacks sometimes ago to be able to do this but I can 
not find it in the mailing list.
