I've seen this in two cases:
1) Where you are trying to qsub as root (don't go there)
2) Where the user who is trying to qsub does not have their .rhosts file
configured appropriately, or where the /etc/hosts.equiv file is not
configured correctly.
Don't panic about .rhosts or /etc/hosts.equiv, it's not trying to use rsh for
anything, it's just calling the C library function ruserok() which is what
rsh/rlogin also calls, and hence PBS expects this to be configured correctly.
