I believe this is handled by the scheduler and not the pbs_server, it is its
job to decide on whether or not to enforce walltimes. I don't know what
pbs_sched does (haven't used it for a long long time), but if it does do
anything on walltime it should be in there, somewhere.
If you're using Maui or Moab then you'll need to look in there codebases
instead.
