[torqueusers] submit job from MS Windows system?

The only thing that springs to mind is if the application that's calling it 
assumes it can do "qsub -V" to pass environment variables through to the 
cluster, unless the Perl module implements it..

I wonder if you could build the Torque client executables under Cygwin ?
