They hit a limit and loop. Search the list here.

src/include/pbs_ifl.h:
#define PBS_MAXSEQNUM             8       /* max sequence number length */

Note these 8 are counted in characters, not 2^8 or something.
As such 99999999 is the biggest possible ID with the standard sources.
