[torqueusers] TMPDIR

    I suggest the variable should be changed to TEMPDIR or PBS_TMPDIR or 
anyone else
easily at configure step because it can interfere with $TMPDIR variable 
of LAM-MPI
and netscape on a NOW farm and this can be very annoying for beginners.
