[torqueusers] executing an queued job

 Hi all,

 I have a problem about executing jobs,

 With command below i aim at executinf a job;
qsub firstscp

But PBs is not agree with me and it just queued the job and waits.
Here is my PBS script;

#PBS -N firstscp
#PBS -l nodes=1:ppn=2
#PBS -l mem=4mb
#PBS -l walltime=00:01:00
#PBS -o /home/niyazi/cikislog
cd /home/niyazi
mpirun -np 2 first

and this is my PBS server and queue settings;

 do anyone know how can  fix this problem????
