[torqueusers] bad connect from x.x.x.x

We get this on our Linux RH7.3 cluster and a RHEL3 cluster we're helping set 
up.

It always seems to happen when a mom is restarted for some reason (node 
reboot, reinstall, etc) and only seems to affect parallel jobs.

Our work around is to restart the PBS server and the moms (we always run ours 
with -p to inherit already running jobs).
