[torqueusers] Coloring Nodes by Queue

I believe this will accomplish what you are after (you were pretty
close):

qmgr> s q red resources_default.neednodes=red

Both Maui and Moab will only schedule the job on nodes with the resource
'red' though I'm not sure what the default scheduler  pbs_sched will do.
