[torqueusers] "Job Deleted because it would never run" problem

I running Torque 1.1.0p1 on Mac OS X and Solaris. Occasionally a job will 
get deleted with the log message "Job Deleted because it would never run".

All of the jobs are submitted with identical resource requirements.

Can anyone guess at a possible cause?
