[torqueusers] qterm problem job won't run

Dear all,

After restarting pbs_server with qterm -t quick, all the existing
"running" job become in "Q". Even when I try to submit new jobs, they
all also in "Q" status. Unless I force them run with "qrun" command,
then the status will change to "R" and the job will run.
Pls help... Thanks.

How can I restart the torque pbs server correctly to avoid the above
problem in future?
