[torqueusers] Server rejecting scheduler run request w/ reply code 15008

My Torque server just started refusing to run any jobs, the log file is

So the scheduler is requesting that the job be run, but the server is
rejecting the request with a 15008 error ( PBSE_BADHOST access from
host not allowed) !!??

I have restarted both the server and scheduler process a couple of
times and it is still doing the same thing.  It had been running fine
for several months.

If I try to do a qrun, I get the same error.

The server is configured with acl_host_enable = False, I've also made
sure that root at warlns2.global.arup.com appears in both operators and
managers.  I've also added Scheduler at warlns2.global.arup.com to
operators and managers, but that didn't make a difference.

Anyone know what is going wrong here?
