[torqueusers] fifo scheduler broken in latest snapshot?

I upgraded torque from 1.1.0p3~ to the latest 1.1.0.p5-snap and job 
scheduling no longer works.   I'm going to try going to 1.1.0p4 to see 
if that fixes the problem.
