[torqueusers] wrong decl for pbse_to_txt in pbs_err.h?

I'm sure I'm missing something, but it seems that pbse_to_txt() is declared
wrong in pbs_err.h.  Of course, this would explain why I've always had problems
using that function.

$ grep -r pbse_to_txt .
./src/iff/iff2.c:    ptr = pbse_to_txt(pbs_errno);
./src/iff/iff2.c:    ptr = pbse_to_txt(reply->brp_code);
./src/include/pbs_error.h:extern char *pbse_to_txt();      <-- no args?
./src/lib/Liblog/pbs_log.c:        ((errmsg = pbse_to_txt(errnum)) == NULL))
...
