[torqueusers] qmgr: Unauthorized Request

Hi,

I installed torque new with the debian packages [1].

But now when I follow the Quick Start tutorial I just get

$ qmgr qmgr -c "s s scheduling=true"
qmgr obj= svr=default: Unauthorized Request

Can anybody help me what I've done wrong?
