[torqueusers] Server slow to detect up or down nodes

I'm using torque 1.1.0p0.  I've noticed that when I power some nodes on
or off, the server is very slow to notice that a new node has come
online, or that a node has gone offline.  In particular, I had shut a
node off, and pbsnodes -a was still showing it as free the following
day.

Is this a bug that has been fixed, or does the server only update node
status when a job is submitted?
