[torqueusers] Node affinity misbehaving.

Hi,

 I have the  simple case of having particular queues should only use 
 particular nodes.

 But I have a jobs that are going to wrong place... 

 An example

 From a `qstat -f` of a job I have 

 Resource_List.neednodes = sl3,fast
 Resource_List.nodes = sl3
 exec_host = lcg0437.gridpp.rl.ac.uk/0

 but the node properties it is running on don't match

 Node lcg0437.gridpp.rl.ac.uk
         state = free
         np = 2
         properties = lcgpro
         ntype = cluster
         jobs = 0/264316.csflnx353.rl.ac.uk

 So the node properties do not satisfy the Resource_List, what am
 I missing?
