The qsub command doesn't talk to the scheduler (Maui or otherwise) at
all, just to the pbs_server. Maui will just be talking to pbs_server.

There's a little bit of high level detail on page 30 of the PBS admin
guide, but that's quite old. Otherwise I suspect you need to use the
source.. :-(
